It has been found out that there are some problems such as overcalculation and overcharging of gas charges reflected by some citizens in gas enterprises such as Chongqing Gas Group. The specific questions are as follows:
First, there are problems of erroneous copying and illegal estimation. For example, the survey found that from January to April 2024, the Shapingba Branch of Chongqing Gas Group caused 1085 cases of increased gas consumption due to manual entry errors, involving 19.Gamebasedcrypto050000 m ³, unchecked errors resulted in an increase in gas consumption, involving 11600 m ³, long-term failure to enter the home resulted in a cumulative meter reading fee of 234 meters at a higher ladder price, involving 279100 m ³.

For example, the survey found that a user in Longshan Street in Yubei District had a very long cycle of meter reading, with no meter reading record for 7 months, 9 months, and up to 13 months, causing the user to pay an one-year gas charge in October 2023. For example, the billing cycle of the gas branch for users in the same residential area is not uniform, and the time interval has no regularity and logic, with a minimum billing period of 7 days and a longest billing cycle of 83 days. For example, Chongqing Gas Group requires all resident customers to read meters one month before the annual price adjustment, but in the process of implementation, problems such as peacetime estimation and centralized liquidation before price adjustment lead to a sharp rise in gas charges.
Third, there is the problem of inadequate implementation of the price policy. For example, the survey found that on April 15, 2024, a public rental housing tenant in Shapingba had no gas meter reading records for three years and three months, and the gas consumption recorded by the parties at one time when they checked out reached 943m ³. Chongqing Gas Group calculates charges on a tiered basis according to a billing cycle, with an extra gas charge of 237.55 yuan, which has been put on file for investigation.
Fourth, the table change work is disorganized. The technology of billing and collection system in gas enterprises is backward and the operation is unstable, resulting in data disorder. For example, Jiangbei District began to replace smart meters in July and August 2023, but the staff of Chongqing Gas Group did not hand over user information to the gas company input system until they had changed a batch of meters, and there was a time difference between them, during which the gas consumption would be superimposed to the next meter reading, resulting in a larger gas consumption than usual and a higher cost than usual.
Fifth, there is a serious lack of working strength. Some gas companies do not manage meter readers in place. For example, the number of customers managed by the gas branch is 525000, of which 141000 need to read meters at home, and only 18 meter readers are allocated, with an average of 7800 per person, which leads to problems such as perfunctory meter reading.
Sixth, the internal supervision and management of some gas enterprises are not in place. Fail to perform the duties of business review, supervision and management in accordance with the regulations, and do not find problems in time, such as fluctuation of meter reading cycle, inadequate entry of meter reading, abnormal data, etc., and rectification is not in place.
In view of the above problems, the gas enterprises will be instructed to make a full refund for the gas charges that have been investigated and confirmed. With regard to the clues that the investigation found that enterprises violated the law and regulations, the investigation team handed over to the relevant departments to speed up their handling in accordance with the law. 14 cases have been put on file for investigation, and the illegal acts confirmed by the investigation and the relevant responsible persons will be seriously held accountable. The investigation team has informed the superior institutions of Chongqing Gas Group and other gas enterprises of the investigation. It is reported that the superior organization of Chongqing Gas Group has decided to remove Chechen Chongqing Gas Group from the post of party committee secretary and general manager, and asked the shareholders' meeting to remove him from his post as chairman, and at the same time sent a working group to Chongqing Gas Group to carry out a thorough investigation and rectification of related issues.
